Constitution & By Laws of the Madhya Pradesh State Ophthalmic Society.
Preamble
For the growth of ophthalmic science and ophthalmic services in the Province of Madhya Pradesh a State society of the eye specialist with branches at the divisional and district level is essential. With a state society our province can affiliate with the national society and have our own representatives in the National society managing committee. The state committee through its Divisional and District committees will link the entire ophthalmic fraternity in a academic and social fraternity.
With all theses in view a state committee was formed 33 years back. The first state conference was held at Jabalpur in the year 1971(or ’72 according to other sources).
Article 1. Name of the Society
"Madhya Pradesh Ophthalmic Society" to be called here after as MPSOS.
Article 2. Aims and Objects of the society.
a) To create a scientific atmosphere and foster good will amongst all the Eye specialists of our State of Madhya Pradesh.
b) To help and encourage a grass root academic approach and promote an atmosphere of advanced technology transfer thorough our conferences and workshops.
c) To establish reference Libraries and encourage Journal committees at the Division Society level.
d) To create "Think Tank" at the state and divisional level to facilitate academic interaction amongst all the members of the society.
e) To form a legal cell at the State level under the President of the society to make our members aware of the present day Law and Consumer Protection provisions in the country and advise our members as and when they need it.
f) Keep a vigilant eye and alert ears about the possible future legislations that may affect our profession and our Patients at large. To take necessary steps at the right time to safe guard them.
g) Through the Scientific Committee, we can help our members in the art and science of Scientific Papers preparation and presentation.
h) Hold a good Annual Conference so as to gather the maximum number of members of MPSOS for a relevant and updated scientific program along with cultural and emotional integration in addition to the aims stated above. .
i) Establish a rapport with other Medical Societies and association in the state and in the country .In courage our members to participate in these inter -state and national scientific events. Invite National faculties for our conferences for academic progress
j) Keep a watch on the morale and ethical values in practice of Ophthalmology by members of MPSOS.
k) Add, delete, alter, amend or revise the Constitution and its Bylaws by due constitutional process of MPSOS.
l) Fix membership fee of MPSOS, registration fee for the Annual Conference, and affiliation fee from the Divisional Ophthalmic Societies from time to time Ordinarily a 10% increase in the Annual Conference registration fee will be acceptable every year.
m) Holding Property for the MPSOS and on the name of the MPSOS.
Money received as Membership fee, Corpus funds received for the various awards, MPSOS share from the Annual Conferences, Membership Registration fee from divisional societies, gifts, donations, contributions if any on the name of MPSOS shall be held in banks of repute and stability. Security shall be the first consideration in depositing these amounts in banks. The treasurer shall be responsible for safe keeping of all bank documents. He may take advice of the Finance committee on this matter.
n] Landed property:
It is not recommended that the society shall acquire any landed property equipment or instruments or library or audio visual facility for the next 10 years.
It may advise and even encourage the divisional societies to acquire their Society buildings, equipment, library and audiovisual system. To encourage formation of district Ophthalmic societies affiliated with their divisional society
o) Though the Finance committee shall have no financial power it self but the finance committee shall keep a strict vigil on all the money collected on the name of the society. The finance committee shall collect details of money generated, and heads on which the money was spent each year. An audited report shall be presented at the Annual conference each year in the General body meeting.
p) Dissolution or split of the MPSOS
Thc society does not make any provision for dissolution of the society. Any individual or any Divisional Society that so desires may leave the society after paying any dues payable by them:
Split of the society can occur only when a political bifurcation of the M.P. State occurs and separated Divisional Societies decide to form a new body and present their general body resolution to this effect.
Article 3. Membership
Membership
{A] Regular Life Member (R L M)
A11 Qualified Eye specialist of M.P with degree or diploma of M.S, Ophthalmology or Diploma in Ophthalmology or a equivalent recognized by the MCI. will be entitled to apply for a Regular life membership of MPSOS. The Secretary will verify the eligibility and recommend acceptance or other wise to the General body. On approval of the General body the membership will start after the end of the Annual conference. All regular members will have the right to attend the General body meeting, to vote, hold office on being elected and shall also bc entitled to receive a copy of the proceedings of the society, and all other publication, free of cost. Can participate in all academic activities
{B} Associate Members (A.M.)
Eye specialist practicing in any part of Indian Union with qualifications similar to that of the R L M shall be entitled to apply for a Associate membership. They shall not be entitled to attend the General body meeting or vote or hold office in the MPSOS. Other wise the privileges will be similar to the RLM.
{C} P.G. Members (P G M )
All P.G students of ophthalmology in the medical colleges of M.P. will be entitled to apply for a "PG" Membership. They shall not be entitled to vote, hold office or attend the General Body meeting. Other wise the privileges, at the scientific meetings of the Society will be similar to the RLM.
[D] Honorary Member (Hon. M) –
This class of life membership is to honor a RLM or an Associate Member above the age of 75years. Executive Committee, by its unanimous decision may recommend not more than two names in an association year. The President will personally ensure that there is no controversy in this nomination before the concerned member is approached for a written consent. The General Body shall accept the recommendations of the Executive in this matter. The Honorary Member shall pay no registration fee for the Annual conferences that he/she attends.
Article 4.Jurisdictlon
State Branch - The entire Territory of State of Madhya Pradesh
Divisional Branches Each Administrative revenue divisions shall have a
divisional branch named after the divisional head quarter i.e., Bhopal divisional society, Rewa Divisional society and so on.
District Branch Each district head quarter can have a district branch on the name of the District head Quarter i.e. katni district branch Seoni district branch etc.
Article 5. Management of the Society
The General body through its Executive Committee shall manage management of the Affairs of the MPSOS Affairs of the MPSOS. All the decisions taken by the General Body within the constitutional framework shall be final and mandatory for implementation by the Executive Committee.
The constitution governing the MPSOS shall be passed by the G.B. The G.B. will Make and amend constitution, Accept /reject/ amends reports and decisions of the committees within the constitution. To manage the affairs of the society shall be managed 12 constitutional committees and elect office bearers for these committees for specific terms of office -
1. Executive Committee.
2. Standing committee
3. Scientific Committee
4. Editorial Committee .
5. Finance Committee
6. Elections committee.
7. Elections Petition committee
8. Awards Committee
9. Complaints committee
10. Constitutional Review Committee
11. Advisory committee
12. Legal committee
Structure and function of the General Body
(a) President of the MPSOS shall preside over all General body meetings during his term of office. In his absence, the President Elect or the Vice President shall take the chair in that order. In case none of them is present, then the General Body shall nominate an officiating President, with all powers of the President for that meeting only. The General Body shall record its displeasure for the absence of these office bearers.
(b) The G.B. shall govern the affairs of the society through the elected office bearers and committees.
(c) The General Body will meet annually at the time and place of the Annual Conference. The General secretary shall circulate agenda of the meeting to the members at least 3 months in advance. The General Body meeting shall be presided by the President and the following members of the Executive committee namely -President Elect, Vice president. General Secretary, Chairman Scientific committee, Editor Proceedings, Treasurer, and Joint secretary shall be on dais.
(d) Quorum: A minimum of 20% of the total regular membership shall form the quorum for the General Body meeting
(e) Adjourned meeting; In case there is no quorum for the Annual general body meeting the President will adjourn the meeting and call it after a minimum of 20 minutes interval at the same date and place. The adjourned meeting shall not require a quorum but any decision taken there shall need a minimum of 60 % yes votes in favor.
(f) The special General Body meeting: - may be called for a very specific and pressing matter in the interest of the society. Such special general body meeting will discuss only that matter for which it has been called as its only agenda. No other matter will be discussed in it.
Article 6. Constitutional Committees and their responsibility
1. Executive committee.
The Executive committee shall have the following members
1. President
2. President Elect
3. Vice President
4. General Secretary
5. Chairperson Scientific Committee.
6. Treasurer.
7. Editor Journal
8. Joint Secretary.
9 Nominated Members -[7x2=14] Two nominated members from each Divisional Society with a membership of more than 6 and one nominated member in case of a divisional society having membership of less than six members.
10. Ex-officio members (i). Immediate past Presidents (ii) Immediate past General Secretary (iii) Immediate Past chairperson Scientific Committee.
The General secretary shall call the Annual Executive committee Meeting giving a notice of one month to all the members. The Notice shall contain the agenda of the Executive committee meeting, Precise date and time and place of the meeting with a blue print of the Agenda to be placed before the Annual General body. The place of the meeting shall be in the city of the Annual general conference only .This meeting of the Executive committee shall be held and finished at least two hours before the Annual General Body meeting. The Executive committee shall prepare the Agenda and its details to be placed before the General Body.
Quorum for Executive Committee meeting shall be 60% of the membership .In the absence of quorum the adjourned meeting will need 60% yes votes for its resolutions to pass.
Powers and Functions of the Executive Committee and its members
The executive committee will be responsible for running the affairs of MPSOS. and shall be responsible to the Genera Body only .Executive committee decisions can be changed, modified or deleted by the General Body with a 60% yes votes and within the constitution.
The Executive Committee shall guide the working of Standing committee, Scientific Committee, Editorial Committee and Finance Committee.
Executive committee shall not interfere with the working of the Elections committee, Elections Petition committee, Awards Committee, Disciplinary committee and Constitutional Review Committee. However the executive committee will constantly watch that these committees are functioning within the constitutional frame work or else the Executive committee shall have the Dower to advise them on the constitutional Provisions and ask them to reconsider their actions and decisions.
The property of the MPSOS shall be controlled by the executive committee and the committee will be responsible to the General body.
In the interest of smooth running of MPSOS the executive committee shall have the power to form subcommittees for its term of two years. The General body in its wisdom may extend their term as required or even convert them permanent sub committees.
The Executive committee may call invitee members from amongst its Regular Members to attend the Executive committee meetings. The invitee member shall be an advisory member and not a voting member
2. Standing Committee powers and functions of its members
Quorum for a meeting 60% of the membership This committee will have the following members
Powers and functions - When the executive committee can not be called due to urgency of the matter or time constraints or when the matter on hand is the follow up of the executive decisions only the standing committee shall take decisions which do not violate any existing decisions of the other constitutional committees. The standing committee shall be responsible to the Executive committee.
3.The Scientific committee [Sc.]
Functions of the office bearers and the committee
The committee will have the following members.
Within the constitutional frame work and the decisions taken at the General Body meeting for the year, the Chair person scientific committee and the scientific committee shall have a free hand to arrange the scientific program . . .
Functions of the Scientific committee.
1. To accelerate a scientific awareness and interest amongst the members.
2. Create a liaison with All India and other states scientific societies for exchange of faculty members. While selecting guest faculty need of the society members shall be the top criteria.
3. Help in preparing scientific material by the members of the MPSOS. ,
4. Work towards "Continued medical education' awareness amongst the members of MPSOS.
5. Bring out CME publication of our own society members.
6. Help and encourage the younger members of the society to present papers and posters in the conferences.
7. Encourage divisional societies to develop their own scientific out fit with audiovisual units and a library of their own.
8.The scientific committee shall make special endeavor to familiarize our members with the "Site and Search" facilities in the computer and encourage them to be in touch with our state colleagues in scientific field.
9. The Scientific committee shall keep searching for talents amongst the members. During the annual conference the talent of our colleagues should be fully utilized.
10. It shall be the very best efforts made by the Chairman Scientific committee and the members to arrange Annual Scientific session that caters for the needs and the aspirations of our members.
10. Great care shall be taken in designing the scientific program. The need of the members must be kept in mind and so also the scientific demand of the day. Symposium, panel discussion and key note addresses shall be such that MPSOS members of all levels enjoy and benefit.
4. Awards committee, functions of the committee members
This shall be an on going committee
The dignity of an award shall be held up righteously and awards be dispensed without fear or favor. No individual or committee or office bearer of MPSOS shall interfere with the selection process as long as the constitutional provisions are not violated.
The MPSOS has two kinds of awards (a) Honorary Awards (b) Competitive awards
Honorary Awards committee will consist of five immediate past presidents. Each year one past president will retire and new past president enter .The senior most of them by "year in office as president" to be the chairperson and the current president and the current General secretary shall be the ex officio members. The General secretary shall be the convener.
Honorary Award - The recipients for the Honorary awards shall be selected by the Awards committee directly on the basis of names suggested by the Divisional Societies to the General Secretary [convener of the A wards committee] A divisional society may send names at least 3 month in advance to the General Secretary. The Awards committee may itself consider names directly.
Competitive Awards committee shall consist of 3 members, one past president the current president ,and chairperson committee as the convener. These awards will have judges nominated by the Scientific committee. Every free paper shall be judged and marks given. A standard and permanent pro forma shall be prepared by the present chairperson scientific committee, placed before the executive committee and duly accepted after any agreed modification if any. This shall be operative from 2006 October conference. Marks shall be allotted accordingly and merit of a free paper judged on the marks obtained.
For Prof G.S.Wagle award a panel of three judges from the State of M.P faculty. will be appointed by the scientific Committee.
For other Competitive awards, the chair person scientific shall appoint judges from amongst the Members of all category attending the conference. The judges shall be contacted well in advance and a printed copy of the marking procedure be given to them.
The decision of the awards committees shall be final.
5. Editorial Committee functions of its members and the committee
Editorial Committee -- In addition to the Chairperson elected by the general body, the Editorial Committee will have two members nominated by the elected chairperson for a period of 2 years. They will advise and assist the Editor.
The Editorial committee shall have the right to edit the paper for space constraints and errors. Souvenir, Proceedings of the scientific session, Journal, Continued Medical Education(CME) publication and up dated Addressograph of the MPSOS members
6.Finance Committee –
Functions of the members and the committee Treasure of the society shall look after the finance related matter. He will be assisted by two members nominated by the Executive committee. The term of the nominated members shall be for 2 years.
7. Election Committee –
Functions and responsibilities of the committee and its members
All the elections of MPSOS shall be conducted by the Election committee.
The E.C. shall be formed for a period of three years by the Executive committee. The EC shall have a Chair person and two members. The election committee shall be prepared to hold elections at every General Body meeting and be fore armed with Ballot Box, List of Authorized voters and blank ballot papers to be issued.
8. Election Petition committee –
Responsibility and function of the committee and the members The president shall appoint this committee on the first day of the conference .The members shall be from amongst the past president available at the time. Their consent shall be obtained and they be provided with a copy of the constitution on the first day of the conference only. Hopefully their services may not be needed.
9. Comlaints and Ethics committee.

A committee consisting of Three past president and the president as Ex-officio member shall be formed by the general body for a term of three years. . The president shall be the convener and the senior most past president shall preside.
10. Constltutlon Review Committee.
Responsibility and functions of the committee.
Review of "Constitution and By laws" by a special General Body called for this purpose only to be held every 7th year.
The committee shall be formed by the General Body an year in advance of the Special General Body for Constitutional review .The committee shall comprise of [a]Convener [b] 2 members [c] Ex officio -The President and the General Secretary
11. Legal Committee functions and responsibility of the committee and the members.
A committee of 5 members shall be formed for a period of 5. years by the General Body. Of the 5 members at least 2 shall be from the state capital to facilitate contact with the Law framing committees at the state capital, The president and the General secretary shall be ex-officio members. One more name shall be proposed in the Executive committee.
12 Advisory committee.
Functions of the members.
A 3 member advisory committee of Past Presidents be appointed by the General Body. The senior most will retire each year and anew one will enter. As and when any of the constitutional committee desires it may take opinion of the Advisory committee. The advise of the committee shall not be binding.
Article 7. Posts and election Procedure
Elected Posts, Eligibility, and election Procedure
All elections shall be held during the Annual General body meeting only. Ballot voting system will be followed. Any post fal1ing vacant due to any reason shall be filled as an additional charge by the next office bearer in the hierarchy till the next Annual General Body meeting where a new office bearer will be elected for the remaining term only.

B] Must have held an Office in the Divisional Society or in the State society C] Must have attended at least one of the last three Annual MPSOS Annual Conferences Should be the only name recommended by the concerned Divisional Society.

a] Minimum of 10 years standing in the society as a Regular life member.
b] Must have held an Office in the Divisional Society or in the State society
c] Must have attended at least one of the last three Annual MPSOS Annual Conferences
3.General Secretary [G S]
a] Minimum of 7 years standing in the society as a Regular life member.
b] Must have held an Office in the Divisional Society or in the State society
c] Must have attended at least one of the last three Annual MPSOS Annual Conferences.
a] Minimum of 7 years standing in the society as a Regular life member.
b] Must have held an Office in the Divisional Society or in the State society
c] Must have attended at least one of the last three Annual MPSOS Annual Conferences.
a] Minimum of 5 years standing in the society as a Regular life member.

a] Minimum of 10 years standing in the society as a Regular life member.

d] Must have presented at least 5 scientific papers given talks in the state or the National Ophthalmic society in the last 7 years. Due Proof to be included along with the Nomination.
Members Scientific committee [M SC]
A] Minimum 7 years standing in the society as a Regular life member.
B] Must have held an Office in the Divisional Society or in the State society.
C] Must have attended at least one of the last three Annual MPSOS Annual Conferences.
D] Must have presented or read at least 2 scientific papers in the state or national ophthalmic society.
Chair person Editorial Committee [C.p.Ed.C]
a] Minimum of 7 years standing in the society as a Regular life member.
b] Must have held an Office in the Divisional Society or in the State society
c] Must have attended at least one of the last three Annual MPSOS Annual Conferences.
d] Must have presented Ire ad at least 3: scientific papers in the state national ophthalmic society.
Member Editorial Committee-[M.Ed.C]
a] Minimum of 7 years standing in the society as a Regular life member.
B] Must have held an Office in the Divisional Society or in the State society
c] Must have attended at least one of the last three Annual MPSOS Annual Conferences.
D] Must have presented Read at least one paper in the last three years in All India or State Ophthalmic Society.
Election Committee [E C ]
A] Chair person and members a Minimum of 10 years standing in the society as a Regular life member. .
b] Must have held an Office in the Divisional Society or in the State society
c] Must have attended at least one of the last three Annual MPSOS Annual Conferences
Elections petition committee [EPC]
The president shall nominate an Election Petition Committee consisting of three Past President present at the conference after taking their consent on the first day of the Conference. The President shall name the Chairperson of the EPC
The Executive Committee shall nominate the members and chairperson of the following committees…
Complaints and ethics committee for 3. years. The president shall select people who he considers to be people of dignity and integrity
Legal Committee - For 3 years .The president shall need people who are world-wise and knowledgeable in the area of law pertaining to Medical profession.
Constitutional review committee for one year The committee to be formed an year before the review is required so that the committee has sufficient time to study the situation and prepare the document very carefully.
Advisory committee - for 3 years. This committee shall include senior persons who been habitually attending the conferences and have stature to commend respect of colleagues in the society and can place their views sincerely and plainly. The committee shall be appointed by the president.
Nominations for the various Posts of MPSOS
Nomination for various post will be called by the General Secretary MPSOS through his first circular for the Annual conference indicating Eligibility and number of posts and their term of office.
The General Secretary shall give a clear "30 days" notice for submission of nominations duly proposed and seconded to be sent directly at the address of the Chairperson "Election committee" by a registered post or by hand by 15th August. The Election committee shall be responsible for scrutiny of the nominations, intimation of the relevant names for a particular post and fix date for "With drawl". A copy of the final list of contestant after the with-drawl date shall be forwarded to the General Secretary for including the list in his second circular.
The Election committee shall always begin readiness to conduct an election by Secret Ballot. The chairperson shall be responsible for obtaining an authorized list of the "Valid Regular life members" on the date of election from the Secretary .The Organizing Secretary shall help the Election committee to their full satisfaction on this matter.
Article 8. Powers and functions of the Elected office bearers.
(1)President
As the constitutional head the President shall be the custodian of the constitution and as the chief of MPSOS be responsible for the welfare of the society. The President will uphold the constitution, watch over the function of every other office bearer and will have the power to intervene if the constitution is violated .The President sf1all be "A friend philosopher and a guide" to every office bearer of the society. His primary responsibility is the MPSOS and not a divisional society. He is expected to be well informed about the constitution and the society, impartial and understanding and at the same time a strict disciplinarian. The president shall be answerable to the General Body for every decision taken by the Executive committee and the Standing Committee
He shall preside over All categories of the G B Meetings, the Executive Committee meeting and the Standing committee meetings.
(2)Vice President:
To be elected at the Annual General Body meeting for a term of one year. The term of office will start immediately after the current Annual General Body Meeting finally adjourns. The V.P. will take over as president in the absence of the President. He will discharge the duties of the President in his absence. While acting in place of the President the VP shall have all the powers of the President.
(3) "President Elect"
Will assume office of the President after completing the of office of President Elect. During the period of one year of office the P.E. shall familiarize with every facet of the MPSOS.
The P E must be fully knowledgeable about the Constitution and decision taken by the General Body, the Executive Committee and the Standing committee in the last two years.
The President Elect shall develop a rapport with the Divisional society members and their office bearers.
Each divisional society shall have a chance [by Alphabetical Order of the name of the Divisional Society] to propose one name for the office of the "president elect" from amongst its divisional society members in the preceding Annual General Body Meeting
[4]. General Secretary:
To be elected at the Annual General Body meeting for a term of Two years .The term of office will start immediately after the current Annual General Body Meeting finally adjourns. The General Secretary shall function according to the constitution as the chief executive and fulfill the responsibility given to the Executive committee and the Standing committee.
[5] Chairperson Scientific Committee.
To be elected at the Annual General Body meeting for a term of Three years. After the elections, the term of office will start immediately after the adjournment of the current Annual General Body Meeting. The Chairperson shall be responsible to fulfill the expectations of the members from the scientific committee.
[6]. Treasurer:
To be elected at the Annual General Body meeting for a term of two. The term of office will start immediately after the adjournment of the current Annual General Body Meeting. The treasure is considered to be the financial guardian and also the watch person of the MPSOS finances. The finance committee and the treasurer have been empowered by the constitution to look after any money that is collected on the name of the MPSOS.
[7]. Joint Secretary:
To be elected at the Annual General Body meeting for a term of Two years .The term of office will start immediately after the current Annual General Body Meeting finally adjourns. The Jt. Secretary shall assist the G. secretary and shall familiarize with the affairs of the MPSOS in all respects. Shall officiate for the General Secretary in the absence of the G. secretary with all the powers of the Genera] Secretary. For all practical purposes in the absence of the G. Secretary, the joint secretary immediately takes over and the association work runs uninterrupted.
[8] Editor Journal.
To he elected at the Annual General Body meeting for a term of Three years. After the elections, the term of office will start immediately after the adjournment of the current Annual General Body Meeting .The Editor shall publish the Proceedings of three Annual Conferences held after being elected to the office of the Editor. Shall plan for Continued medical Education program .Shall watch for academic talents amongst the P.G. Members and junior members of the society and groom them and encourage them for academic pursuit.
Article 9 - Meetings
General Body and the 12 constitutional committees.
The General Body shall meet once in a year during the Annual conference and shall take stock of the functioning of its 12 constitutional committees. It shall evaluate the functions of the committees, accept, modify or reject their suggestion .It shall review the finance position presented by the Finance committee and review the allotment of finances and its allotment to different committees. The GB shall elect/nominate new office bearers as per the constitution.
1.Executive committee
Committee shall meet at the time of the Annual General conference only unless an extra ordinary situation requires an urgent meeting for a specific purpose. No other issue will be discussed in such a meeting. No member shall leave the meeting without a permission of the chair
2. Standing committee
Ordinarily the standing committee shall attend to the need for an executive committee meeting. In extra-ordinary situation a urgent meeting of the Standing committee be called with a notice of 3 days. All other Executive committee member (not members of the Standing committee) be requested to send their views in writing in clear an unambiguous terms and their views be given full wait in the standing committee meeting before taking any decision. The decision of the urgent Standing Committee meeting shall be considered to be an Executive Committee meeting
3, Scientific committee Meetings
Members of the Scientific Committee - In addition to the Chair person, the Scientific committee will have three nominated members for a term of three years, to advise and assist the Chairperson. These members will be nominated by the elected chairperson of the scientific committee. These names will be communicated to the General Secretary by the C.S.C within 15 days It is to be emphasized that the scientific activity is "all about for which" these conferences are held and therefore every efforts are to be made for full and high academic aim. The time of the members are to be utilized to the maximum.
The scientific committee shall keep its fingers on the pulse of the members to understand as what they need and what they expect form these deliberations. Their time shall not be wasted for fanciful and High Flown imaginations. Maximum advantage of the presence of the Guest faculty should be taken and the State faculty must have their due share of exposure and training so as to in courage our own potential academic leaders. Merit must prevail in selecting faculty members.
Not more than 4 Guest faculty shall be called. The faculty shall be selected by the Scientific Committee but one of the four shall be in consultation with the Organizing Committee.
4.Finance committee
Treasure of MPSOS as convener and two members nominated by the Executive Committee for a term of two year shall form the Finance committee and shall prepare a budget for the coming year and present it at the General body meeting. Their function shall be an internal audit of all the money collected on the name of the MPSOS during that Association year. The committee shall have no financial allotment powers but will make suggestions to the General Body about allotments in its budget proposal
5.Election Committee
All the elections of the MPSOS shall be conducted by the Election Committee consisting of A chairperson and two members. Election Committee will be formed by the Executive committee for a term of two years.
6.Election Petition committee
This committee shall meet only when an occasion arises.
The President shall appoint this committee in the event a dispute arises and shall request three past president present at the conference. Their verdict shall be final as far as the MPSOS is concerned
A written Election petition will have to be given to the President of MPSOS within 24 hours of the completion of Elections. The petition must be specific about the reasons as well as constitutional ground of the petition and proof in support of the claim of violation of constitution. The President MPSOS shall forward the petition to the Petition committee with a request for early decision.
As far as the MPSOS is concerned, their decision will be final.
Article 10. Annual Conference of MPSOS
I. The General secretary shall fix dates in consultation with the Organizing committee hosting the conference in the month of October.
II. At least three months before the dates for the conference the General secretary shall issue his first circular giving all the details of the conference to the members.
III. A two and a half day conference shall be held every year. No Other activity related to Ophthalmology to be clubbed with this time schedule of the Annual Conference.
IV. It is made amply clear that the Annual MPSOS conference is the function of the MPSOS. The divisional societies organize them on behalf of the MPSOS.
V .The protocol of the MPSOS will apply at the conference. The sitting arrangement on the Dais during the Annual conference will be as per protocol of the MPSOS. The full executive shall be on Dais. The Organizing secretary of the conference shall make arrangements according to the advise of the General Secretary of MPSOS.
VI. An Annual Conference will be held every year in the State of M. P. The location of these conference will be by rotation in each Revenue Divisions of the State. The rotation will be by alphabetical order of the names of the divisional Society. In case due to any reason, a divisional society expresses it unwilling ness or inability to take the conference in its turn than it will loose its chance till the next rotation. The next Division in rotation shall be asked to hold the conference.
The Annual conference shall be organized by the Divisional Society concerned through its Organizing committee.
The Divisional Society shall form their Organizing committee well in advance. The President and the General Secretary and chairperson scientific committee MPSOS shall be ex officio members .The meeting will be presided by the Chairperson of the Conference Organizing committee. The Organizing committee shall take care as not to use confusing designation for the office bearers of the organizing committee visa a vise the MPSOS office bearers.
VII. Inauguration function-
This function is a joint function of the Organizing committee and the Executive committee where the "MPSOS" is presented to a mixed audience of members of the MPSOS and the Invited audience. Contentious matter of the MPSOS shall not mentioned by any of the society office bearers at this occasion.
The function shall be organized by the conference Organizing committee .The function should be simple and graceful and decorous. Besides the chief guest, the Executive committee of the MPSOS the Chairperson of organizing committee, chairperson reception committee and the Organizing secretary of the conference shall be on the dais. At this function the report of secretary MPSOS, the Chairperson Scientific committee and Editor Journal shall only high light the achievements of the Society. The internal problems of the society shall not be discussed at the Inauguration.
The president and the incoming president shall address the house highlighting the achievement and progress made during his tenure. The President shall formally hand over the charge to the President Elect after his address. The New President shall address the audience indicating his aims and priorities for the coming year.
VIII The chief guest of the Annual Conference: -
The name of the Chief Guest shall be decided mutually by the MPSOS Executive and the Organizing committee of the Conference well in advance. As far as possible a Professional Luminary shall be preferred as Chief Guest.
BY LAWS
I. Scientific Activities of MPSOS: -. .
During the annual general body meeting, the layout and the guide lines for the next Annual conference and its Scientific Program shall be given in details. This shall be binding for the Organizing committee and the Scientific Committee of the coming Annual conference.
There after, a free hand be given to the Scientific committee for scheduling the Scientific program and the Organizing committee to make required arrangements for the same. To generate scientific interest amongst the Post Graduate Members a Quiz time competition will be arranged by the Scientific committee every year and suitable prize/ prizes will be awarded. The scientific committee will identify a "quiz mater" well in advance for this purpose each year so that the quiz master has sufficient time to prepare for the competition.
II. Awards
Honorary Award-These awards are given to members of the society who have at least 15 years of membership for their outstanding ophthalmic service to the community, continued interest in the progress of the society and active scientific interests.
At present there are three such awards. [1] Prof. R.K.Mishra award, [2]Prof. R.P.Dhandha award [3] Prof. A.H.Firdousy award.
The Honorary awards are to be given ever third year by rotation in this order.

1. Prof. G. S. Wagle oration competition award.
Any regular life member of 10 years. Standing can send his paper for this competition. It has to be a one-person work on any subject of his/her choice. The paper shall reach the Chairperson of the Scientific committee at least 4 weeks before the date of the Annual conference. The paper shall be judged by a panel of three judges from amongst the RLM of the MPSOS with a minimum standing of 10 years in the society. The judges will be appointed by the chairperson of the scientific committee.
2. Prof. R.K.Mishra. Award
To be given to a Regular Life Member of the society of a minimum of 15 years standing.
The member should have an impeccable ethical as a member of the MPSOS. Must have a record of "Active interest" in the affairs of MPSOS and a contribution to Academic progress of the society.
(3) Prof. R.P. Dhanda Award
To be given to a Regular Life Member of the society of a minimum of 15 years standing.
The member should have an impeccable ethical record as a member of the MPSOS
Should have a record of out standing community Service in Ophthalmology.
(4) Prof. A.H.Firdousi Award
To be given to a senior person deeply interested in ophthalmic service to the weaken section of the society and having no personal or professional blemish in his/her carrier.
(5) Dr. P.L.Dubey memorial Award For the best free paper on "Posterior segment"
(6) Prof. D.N.S. Choudhary Memorial award.
To be awarded to the over all "best free paper of the year".
(7) Prof. R.P.Dhandha memorial award.
To be awarded to the best free paper of the year on "Cornea"
(8) Prof. I.B.Goel memorial award to be given to the best free paper on "Pediatric Ophthalmology"
(9)Prof. B.Shukla Award.
For the "Best grass root free paper" presented by RLM working /practicing at district or sub district places.
(1O) Smt. Prabha Devi Award.
Best free paper presented by a lady R L M .of the MPSOS
j video films received for the competition will be presented at a Video Session and judged by a panel of judges appointed by the scientific committee. The video entries could be either institutional or individual and award certificate will be issued accordingly.
(11) Shri Sadguru Seva Sangh Chitrakoot award for the best Video Film by an Institution
(12) Dr. H.C.Setiva award video award for an Individual
(13) Haripad Datta Award is to a "District "and not an individual for [a]. Number of operations done in the year in the district. [b] Academic activities like scientific meetings, seminar symposium work shops etc.[c] papers presented from the members of the district in the state/national conference. The Divisional societies shall encourage their district units for submitting their records to the awards committee in time
Divisional districts like Bhopal, Gwalior, lndore , Jabalpur, Rewa, Saugar Ujjain etc will not be eligible for this competition.
(14) "Teachers" award for the best free paper by a teacher
All teachers RLM in the medical colleges who are 40years or bellow shall be eligible.
(15) "Non teachers" RLM who have never been a teacher in a medical college or have not been above the rank of RMO/RSO in the past. Are eligible for this award.
2. Competitive Award Every Third Year. There are 12 such awards.

(C) Best Paper from amongst teachers in any of the Medical college in M.P. for those under the age of 40 yr. On lst October of the conference year. (Alternate years.)
(D) Shri Sadguru Seva Sangh Chitra koot Video Film award every year.
(E) Dr. H.C.Setiya award To the best video on management of a surgical complication by RLM of M.P.S.O.S every year.
Awards are a reason for efforts to excel They also show the gratitude of the members for those who have served the society admirably and enhanced the, name, fame and status of the society. The society has to be ever vigilant to prevent them from becoming cheap gimmick for favoritism by anyone.
About Awards to be instituted on name of individuals - The society shall carefully evaluate the personal standing of the individual in the society before accepting donation for award on the name of the individual. The rules for the award shall be framed only by the MPSOS. The contributor may express their thinking in general terms while proposing the Award but the rules will be framed by the MPSOS only.
After the passing of this Constitution revision by the Special General Body in the 29th Annual Conference Indore donation shall be as follows. Yearly award --Rupees 50,000, alternate years award---Rs 30,000/-. Every third year award-- Rs.25000 / For an award in one conference year only one name can be nominated.
In case the name of a awards committee member or his relation is likely to figure for any award the concerned member shall quit his position from the committee for that year.
Eligibility for the Award.
No award shall be given twice to the same member. In case a suitable recipient is not found an award shall be deferred without any hesitation. No posthumous award will be given.
Honorary award -(3)
Recipient must be a regular (R.L. M ) member of the society for at least 15 years and must have attended at least 2 Annual conference in the last 5 years. The person who has initiated and contributed fully or partly for an award can not be a nominee for that Particular award.
Competitive awards
(A) Prof. G.S.Wagle oration award.
To be given alternate years to a paper submitted by a RLM of the society of a minimum 10 years standing. The paper shall be an individual paper based on the work and observations of the author him self. Papers presented earlier in part or full shall not be accepted.
(B)Non Teacher Award Alternate years Alternate with the Teachers award To be given alternate years to a paper submitted by a RLM of the society of a minimum 3 years standing. The paper shall be an individual paper based on the work and observations of the author him self. Papers presented earlier in part or full shall not be accepted.
The individual shall not be in a teaching job and should have had a job as lecturer or above III a teaching institution
(C) Teachers award -- for teachers under age of 40. years on October 31st in the conference year. Alternate years (Alternate with the non-teacher award). Certificate of age to be attached by the contestant. The contestant must be a RLM of a minimum of 3 years Standing.
(D) Dr.P.D. Dubey Award.
For the best paper presented on a posterior segment in that annual Conference.
(E) Smt Prabha Devi Mishra Award.
For the best presentation by a lady Ophthalmologist (RLM)
(F) Prof. D.N.S Choudhary Award For the best presentation by a RLM
(G) Prof.I.B.Goel Award.
For the best paper presented on pediatric ophthalmology .by a RLM or a PG. Member of M PSOS
(H) Dr. Haripad Duta award
"A collective award" to be given to an affiliated "District Ophthalmologic Society" for out standing ophthalmic public service and academic activity of the ophthalmologist in the district. The report after factual verification shall be submitted by the secretary of the District ophthalmic society to the General secretary.
(G) Prof. B.Shukla Award For the best "Individual" free paper presented by RLM/ members of MPSOS working at a district level or bellow
(I) Prof R.P.Dhanda memorial Award For the best free paper on cornea. Presented by RLM of the society
III. The editorial committee-
It shall publish the scientific proceedings of the- Annual conference. After acceptance of the abstract of a scientific paper by the scientific committee the author shall send a copy of that Abstract to the chairperson Editorial committee within 15 days of the receipt of the "Acceptance Letter". The abstract shall be published in a separate "Abstracts guide" by the Editorial Committee. The full text of the paper must reach the Editorial committee 7 days before the date of the Conference.
The Editorial committee shall publish the full text of the paper that was actually read in the conference.
IV. Procedure to call a Special General Body meeting.
The Agenda for the Special General Body meeting shall be an urgent matter in the interest of the society which can not wait till the forth coming Annual General Body meeting.
The meeting may called by: -
(i) A joint decision of the President and the Secretary for a very specific purpose stated precisely as the "Agenda".
(ii) On requisition signed by at least 2/3rd members: of the Executive Committee stating the purpose and its urgency
(iii) On a requisition signed by 20% of the total strength of the regular members on the membership Roster of the Society.
Quorum shall be 20 % of the total members on roster.
V. Constitution review committee
On the recommendations of the Executive Committee the General Body shall form a three member "Constitution Review committee" including a convener and two members, for a term of one year, an year before the scheduled Special GB. The current President and the Secretary shall be ex officio members
The review committee shall go in full width and depth of all aspects of current constitution and suggest changes where ever it feels required to keep pace with changing scenario in the specialty and in the interest of the Society and its members.
The members of the committee shall forward their written suggestions to the convener directly. The convener will compile and prepare a review draft. This draft will be discussed and approved by the committee before being presented to the General Body by the Constitution review Committee. Revision to be passed by a 75% vote of the present members and a "By Law" shall need a simple majority in favor.
VI. Amendments in constitution and its By Laws.
A notice to this effect may be sent to the Secretary at least six weeks before the first date of the Annual conference .The Amendment notice shall quote the article desired to be amended or deleted along with the suggested changes in its place. Reasons for the proposed changes must accompany the notice. The notice shall be duly signed by the proposer and the seconder with their full Names, address and Regular Membership numbers. Amendment will need 60% in favor in case of a By Law and 75% in case of a constitutional article.
VII. Finances and budget
Money received and money spent on various heads by the Organizing committee of the forth-coming conference shall be duly reported to the finance committee by the Organizing committee for records of the society. The Finance committee shall have no financial powers.
It shall be the custodian and the Guardian of financial records only.
